Due to a wrong interpretation of the Seveso law, on the Italian territory companies with  pipes network with a significant accident risk (RIR), like IPLOM, not included in the emergency plans that needs to be reviewed every two years by the Italian prefecture. The anomaly involves: the uncertainty of the exact position of the pipes that makes difficult to quickly intervene in case of emergency, the lack of certification of their integrity status by an external guarantor and the complete ignorance of citizenship regarding the evacuation plans in case of an accident, exactly as happened in 2016.
